Is this only for the M5 models? Or did they stop supporting the M4? It's not showing for my M4.
Showing on my M1 Mac mini so I'd say it's for at least all Apple Silicon Macs.

it should be for more macs.

just because they list a fix for 1 thing in release notes for one particular mac doesn't always mean update is just for that mac.

often there are other unlisted fixes applicable to other macs too.

Holding off this update, only really helps M5 macs.
I would not assume that. The update is showing up for my M1, M2 and M4 Macs.

This crap is still unable to send SMS from the Mac...
I've had no issues sending SMS from my Mac for as long as it was possible to do so (at least 5 years?) In fact I just send one to a friend with Android that doesn't support RCS, using Messages on my Mac Studio running Tahoe 26.5. Green bubble. I routinely get notification SMS texts from my doctors, reminding me about appointments, etc, those are SMS and I reply to confirm all the time. What you may have to do is delete the conversation on your iphone (it should disappear on your Mac as well), and start a new conversation. When RCS support came out several years ago, existing conversations that were previously SMS, sometimes had to be deleted. When starting a new conversion, RCS support was recognized, and all messages moving forward were RCS enabled. On your iPhone make sure the option 'Use SMS when iMEssage not available' is enabled
